Public bug reported:

If I click on the update program (in dash) I get a warning that I cannot
update. It recommends a partial upgrade but when I do, it doesn't
upgrade.

I installed the Alpha version of 14.04 many weeks ago. I do not have the
'pre-release' updates enabled.
