The underlying issue is tracked in - Bug #171795 “Don't rasterize linked SVG with <image>”: <https://bugs.launchpad.net/inkscape/+bug/171795> AFAIU the two reports tracked related, but different issues: the underlying issue is bug #171795, whereas this one tracked issues with the current state (<img> references to SVG documents are rendered via gkd-pixbif loader) due to packaging of Inkscape outside of linux.
