There are two issues here IMO.
Scanning when Bluetooth is disabled is a bug. There's a similar ticket
for that, bug #1272317.
The other is changing scanning to occur on demand rather than
periodically. Let's treat that question here; assigning mpt for Design's
opinion on that question.
