I can reproduce this as well:
1. Start with neither program running
2. start firefox and synaptic (doesn't matter in which order)
3. report a problem from synaptic's help menu - the above mentioned error
appears.
4. close all applications
5. start synaptic
6. report a problem from synaptic's help menu - firefox is started by apport
and you can report the bug
7. report an error again, no problem - the firefox window opened by apport is
reused.
I can't reproduce this with any other application I tried other then
synaptic - I tried evolution, gnome-terminal and yelp
