I am not familiar with the language-selector.

However I check the  69-language-selector-zh-*.conf files in 12.04 as well as 
latest 14.04, then I find the following difference:
(1)  binding="strong" is added in 69-language-selector-zh-cn.conf in Chinese 
version 12.04
(2) in live mode of latest 14.04,  binding="strong" is added in 
69-language-selector-zh-tw.conf, but not in 69-language-selector-zh-cn.conf

So I think  you  are right:)
