I agree with those points. I am thinking of something more like Wifi, it does not start a scan because I entered the settings page, but it updates periodically in the background to provide fresh results. Doing a scan effectively delays my ability to use the configuration options I went to the page to use. When we have more device types and profile exposed I think this will be even more obvious.
