when bash-completion package is installed, it gets auto-enabled by
/etc/profile.d/bash_completion.sh and /etc/skel/.bashrc

Can you please provide steps to reproduce? e.g. how is bash-completion
installed and user accounts created which results in no bash-completion
enabled by default?
