Public bug reported:

During the weekend (disconnected from a PC, but testing phone) I noticed that 
during scrolling of the apps scope there was a region at the bottom of the 
screen where no icons would appear.
Further when scrolling up slowly (pulling up with finger) on a long list the 
icons appear one by one. 

So if the screen normally has 15 icons on screen, where each icon is one
letter-

In this case I get:-

And when I pull up I get:-

Then pull a bit more I get:-
