Public bug reported:

KDE network management plasmoid has enable/disable checkbox for activation of 
mobile broadband disabled when "modemmanager" package is not installed.
This package is however not part of the KDE networking dependencies thus for 
users not aware of this dependency it is unclear that without this package the 
mobile broadband is unavailable.
