Wi-Fi is a useful comparison, but the use cases for Wi-Fi and Bluetooth are different, and the current policies for all four aren't necessarily permanent.
* Whether Wi-Fi scans for new networks in the background: That might always happen now, but it's not set in stone. To save battery, we might decide that Wi-Fi should stop (or at least, greatly curb) scanning for new networks in the background whenever you are already connected to a network. * Whether Wi-Fi starts a scan when you enter the Settings screen: Maybe it doesn't currently, but maybe it should, depending on how long ago the last automatic scan was. * Whether Bluetooth scans for new devices in the background: Currently it probably shouldn't, because Bluetooth is currently used only for connecting a device, and that should always be a manual operation. But if we used Bluetooth for other things in the future (such as creating ad-hoc networks), that might change. * Whether Bluetooth starts a scan when you enter the Settings screen: As I said, I think it should, because no automatic scanning means the cached list of devices is very likely to be out-of-date. But as for Wi- Fi, if your device had recently scanned in the background, there would be no need for a new scan. I've often observed that the word "should" in a bug report summary is a danger sign: it indicates an assumed solution to an often-underspecified problem. It seems that your real problem is "Doing a scan effectively delays my ability to use the configuration options", but I don't see how automatic scanning would cause this. Can you give an example, or even better, a video recording of it happening? I don't see how scanning for new devices would delay you from changing any other settings, because all other settings are placed above the changing list of unpaired devices.
