Public bug reported:

after running the trusty desktop image / logging in there is an icon of a 
little envelope in the top right inbetween the bluetooth and battery icons
clicking on this icon opens a menu to set availability status for some instant 
messaging app
clicking on one of the options ("away" or "busy" etc) does nothing
the user has absolutely no way to know what this app is, or how to set it up

possible solutions:
1. the indicator should not be shown unless the user has configured the app
2. if it has to be shown, then clicking on it should take the user to the app 
setup when they do not have any messaging account setup. It should not be 
displaying what appear to be functional options to the user that do nothing.
