As the boost libraries also contain the version in the package name, upgrading 
boost will force to rebuild all packages depending on boost libraries.
Ubuntu is also now in upstream version freeze (UVF), which means one needs to 
get an exception to include this new upstream version in gutsy now.

Can you list some good reasons (or bug numbers which get fixed with this
new upstream version) why upgrading boost is worth getting an UVF
exception and rebuilding all depending packages?
