Public bug reported:

If I run `restart unity-panel-service` or `killall unity-panel-service`,
indicator-application is not respawned and I need to start it manually
with `start indicator-application`. The other indicators are restarted
normally.

As a consequence, Network Manager's applet is not drawn (nor other
custom appindicators).
