This seems to be normal behavior for processors with speedstep. The line "model name" shows the maximum frequency for your CPU, the line "cpu MHZ" shows the actual speed as adjusted by speedstep. You may want to add the "CPU Frequency Scaling Monitor" to your panel to see the actual frequency of your processor. Then add some load on your system and see if the frequency goes up. Also the command "cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies" should show you the frequencies supported by your cpu.
