kita2 is 5 years without an upstream release, not robustly maintained in Ubuntu, not in Debian, and needs porting to work with the new Ruby policy. In order to facilitate ruby1.8 removal, kita2 should be removed. If it's later fixed, it can be re-introduced in a later release and backported to trusty if needed.
