Chris, your PPA you mentioned in https://bugs.launchpad.net/compiz/+bug/1192028 for testing the compiz nVidia 50Hz refresh bug also seems to have fixed this scrolling issue. Great work!
For those not subscribed to the other bug, Chris' PPA is https://launchpad.net/~townsend/+archive/compiz-test ..
