I'm the upstream developer for Armadillo. I strongly recommend to incorporate the fix in the Armadillo package in Ubuntu, as it works around a serious bug in LAPACK.
Armadillo has a strict "no API breaks" policy for all bugfix releases and all minor version releases. As such, it is safe to update the corresponding Armadillo package in Ubuntu, especially the LTS release. Specifically, it is perfectly safe to update version 4.000.4 to 4.000.5.
