I have the same problem. My problem affects large external hard drives (Western Digital 200GB, Maxtor OneTouch III TB). Small devices like flash drives work for me most of the time. Unloading ehci_hcd always works for me. Note: Sometimes my external HDs will load. Sometimes they don't. My other USB devices have never had problems. It's interesting that devices affected don't draw power. (My IPod connected to a Windows computer to which I forcefully mangled the drivers to diagnose something still charged)
