As I explained in a mirror image of this bug report (which I can't find
right now) last week, just removing the menu item would not fix the
problem. The restart command is also offered from Software Updater when
updates require restart, and from Software & Updates settings when you
change. And if anyone implemented the Startup Settings for Grub
configuration, restart would be offered from there too. All of them used
to open a sensible Restart dialog. They now produce a Shut Down dialog.
That's Unity's fault, not the fault of any of the components that are
asking for a restart.
