Public bug reported:
Often (but not always), when opening new tabs in Chromium, the inner
portion of the window (the "client" portion, minus scrollbars, toolbars,
menus and window borders) becomes stuck at the top of the z-order, and
any other windows in the OS are drawn underneath it. Additionally, if
you click on any folder in the bookmark toolbar, the menu for that
folder is drawn underneath the same client window.
