This was observed with both a RadeonHD 7750 and Intel HD4600; both using stock opensource drivers/mesa et al. Two separate machines, btw. I'm afraid I sold my nVidia card that I used to use, but the fact those can't drive more than 2 monitors at once means I wouldn't have chosen the configuration that revealed it in the first place (ie: wanting launcher only on middle of three monitors). I suppose it's possible that nVidia's TwinView may be having an effect, if it means the logic of how it handles multi-monitor is reflected up at the levels at which Launcher is coded. (In that case Nouveau might show it.) But remember from earlier observations: this only occurs if the launcher is placed on one screen, not all of them, and that the screen it's placed on is *not* the one on the left.
Is clearly a bug :-) Can't possibly be a design feature a: that the launcher behaves differently on different monitors of a multi-monitor setup, and b: that it works correctly exactly once per session. *Never* working would at least imply malign design choice! ;-) Also, it didn't happen in Saucy.
