To reproduce:
1) Open MenuLibre
2) Select any item that doesn't have the "X-Xfce-Toplevel" category
3) Press the Add category (+) button
Expected result:
The X-Xfce-Toplevel category is available in the menu, or,
MenuLibre allows adding a custom category for an item
Actual result:
The X-Xfce-Toplevel category isn't available in the menu
