It looks like the scaling for the leftmost monitor may be adjusted to a
value less than 1.0.
Could you please open a terminal and past the result of the comamand
'gsettings get com.ubuntu.user-interface scale-factor' into this bug?

WIth 2 diplays, the panel on the 2nd is to small you can't read things
