Sorry, but the reason for disabling the FFmpeg/libav support was that
audacity does not compile/work with newer FFmpeg/libav versions. See bug
#1076928 for details.
What needs to be done:
Someone needs to updating Audacity to support the new API of FFmpeg/libav. Help
is desired.
