Upstream reports that this isn't a bug--this is normal behavior when it
isn't started from the /etc/init.d/gogoc script.
The only problem stopping gogoc from starting for me from the script was
lp: #1312649 as patching for that does allow gogoc, and its related
radvd, to start.
