Public bug reported:

Go to System Settings -> Keyboard -> Shortcuts -> Sound and Media.

The default for "Volume up" is "Audio raise volume". (On my laptop it's
Fn+F8.) The shortcut key works as expected.

Click to change the accelerator, and specify the old value again. You'll
see "Audio raise volume" appearing again. But it stops working!

In dconf-editor, go to org.gnome.settings-daemon.plugins.media-keys.
Notice that the value of "volume-up" changed from the default
XF86AudioRaiseVolume to AudioRaiseVolume. Resetting to the default fixes
the hotkey.

The same problem holds for volume down and mute too.
