Public bug reported:
/usr/share/man/ja/man1/nkf.1.gz is supposed to be encoded as UTF-8, but it is
ASCII.
The man file is unreadable in environment with LANG=ja_JP.UTF-8.
All Japanese characters were replaced with "X" as followed:
