I resolved this by doing the following...

sudo mkdir /etc/apache2/conf.d

(ls in the new conf.d directory to verify the symlink for websvn is
present - if not, either create it yourself or reinstall/reconfig the
websvn package)

sudo cp /etc/apache2/conf.d/websvn /etc/apache2/conf-enabled/websvn.conf

sudo /etc/init.d/apache2 restart

Then browse to http://<yourserver>/websvn
