I think this came up especially because the old language-agnostic ways of changing layouts is no longer available. I used to use Shift+CapsLock, which would be recognized in any layout. Unfortunately that is no longer possible. Now I use Ctrl-` (which is something different in the main other layout I am using!). But the lock-screen for a particular user should use that user's keyboard shortcuts for things like changing keyboard layout. I would love to be able to use Alt+Alt or Shift+CapsLock or even just CapsLock to change layouts..!
