Permissions here are crw-rw----, and the card is accessible without a
problem by normal users. You may be missing this section in your
/etc/X11/xorg.conf:
Section "DRI"
Mode 0666
EndSection
Alternatively, make sure that you are member of the video group:
check the output of the 'groups' command.
