I'm using the gnome 3 desktop, rather than unity and I report the same bug.
I know nothing about how the software works, but could it be useful to check in /usr/lib/shotwell/plugins/builtin the files picasa_publishing_options_pane.glade and similar ones for the other services (Flickr, Facebook, Youtube etc)?
