Just setting up an environment as you outline now...

If you 'sudo initctl emit runlevel RUNLEVEL=2 PREVLEVEL=1', does it block?
Would be interesting to know what else has changed recently that starts on any 
of the events lightdm cares about.
Also, you could try:

$ wget http://people.canonical.com/~jhunt/upstart/scripts/get_state.sh
$ sudo bash ./get_state.sh | json_pp > /tmp/upstart.json

And attaching that log file which specifies upstarts internal state.
