Not sure what you mean by "unusually encoded" but the following line
will trigger the bug:
mkdir -p /tmp/src; touch /tmp/รถ.txt; puppet apply --exec 'file {
"/tmp/dst":ensure => directory, recurse => true, source => "/tmp/src" }'
