The spinner and "Searching" does appear if I tap the "Refresh" button
that shouldn't be there (bug 1287273). So the problem is actually that
entering the screen doesn't trigger the search.

  1. Go to System Settings > "Cellular".
  2. Set "Choose carrier:" to "Manually", if it is not already.
  3. Choose "Carrier".
