Public bug reported:
whoopsie-upload-all contains the following:
if r.get('ProblemType', '') != 'Crash' or 'ExecutablePath' not in r:
print(' skipping, not a crash')
return None
Its not clear to me why we are excluding RecoverableProblems or those
don't have an ExecutablePath in them. Regardless, we should be uploading
these to the error tracker.
