Confirming on 14.04 (which was updated from a previous Ubuntu release). Somewhere (http://askubuntu.com/questions/305069/software-updater-window-not-displaying-though-open-in-13-04) it is suggested that this issue might be related to AMD proprietary graphic drivers, which I'm using indeed.
