autopkgtest now has features to
* report by email only of the situation changes
* file bugs, and do so only if there is no existing bug
The latter approach has been taken by the setup running on Ubuntu, which I
think addresses this bug report. There are some existing bug reports where I
forwarded the report that the tester emailed me, which I'm afraid are going to
stay open.
