It's trying to download the UEFI shim, but first it grabs the Release
file at which point it's failing for you.  It looks like you either have
a proxy in the way, or there is a problem accessing your local Ubuntu
archive mirror as the code is getting an empty response.

The bug here is that the code is not informing you of all this of
course!  But please check that you can access
http://archive.ubuntu.com/ubuntu from the machine on which you're
running this code.
