Jim, I can bump the setting to high if you want but I doubt it's going to make a difference.
I don't think anyone on our side is going to have the free slots, this cycle, to make the publishing work without ubuntu-online-account. In those conditions the obvious fix would be to add back the depends/recommends that got dropped, but the Ubuntu GNOME remix team didn't want of that depends ... Do you see any other easy solution to the issue?
