I removed vlc via sudo apt-get --purge remove (put all packages giving errors 
when trying apt-get install -f) and then reinstall vlc from scratch, after 
finishing the software upgrade which produced the errors.  So:
1) Remove all erroneous packages, this might take a few iterations as you need 
to add all the vlc packages which will complain when you try to remove the 
libeblm package, like vlc-nox.
2)Finish the ubuuntu upgrade, which will now work
3) reinstall vlc, e.g. sudo apt-get install vlc.

Also, if you have any specific ppa you might need to remove it from
sources.  I have Ubuntu 14.04 and no specifc ppa for VLC.
