A bit more information...

Signal strength is exposed as the "Strength" property of
org.ofono.NetworkRegistration, and is only valid when the status is
"Registered" or "Roaming".  Per ofono's documentation, "Strength" can
have a value between 0-100.   In the case where the GSM strength is
reported as 2, this is translated to 6 before being exposed as
"Strength".
