I'm on Feisty, without any compositing enabled, with an nVidia Go5200, although I really don't think that information is pertinent to this bug.
I've attached a screenshot to help you understand what i mean by my description. The bottom part of the image shows a portion of the fullscreen toolbar, without the mouse on the handle. The top image shows what happens when the mouse is clicked on the handle and dragged enough to activate the "Seek to" thing. The display on the right changes, and since it's longer, it causes the slider to resize, and the handle to move right relative to the slider. As you can see on the right of both parts, just dragging the handle one way and then back to where it was would cause this particular 2:05 video to move forward by 2 seconds... it gets much worse on a longer DVD movie.
