Michal, that bug is definitely separate from this one, and is primarily
a server issue. While "already submitted a review" is a possible error
condition, I think surfacing that error, and making it possible to
submit another review for the same app, are separate issues.

Thomas, can you check in ~/.cache/upstart/scope-registry.log for the
error to see what actually went wrong? It should be a line with a
"CRITICAL: Network error submitting a review" that shows the error.
