Some more googling gave me this workaround.
```sudo apt-get -o Dpkg::Options::="--force-overwrite" install
gdb-arm-none-eabi```

package gdb-arm-none-eabi (not installed) failed to install/upgrade: trying
to overwrite '/usr/share/man/man1/gdb.1.gz', which is also in package gdb
