Thanks for taking time to report this bug and making Ubuntu better.
The behavior you describe is actually by design. However, if you'd like
for the workspace to actually switch, you can use CCSM to do this.
1. Open CCSM.
2. Go to Desktop Wall->Viewport Switching.
3. Check "Auto Switch Vp and Window"
This should restore most of the behavior you are expecting with the one
caveat that the window will also move completely into the other
workspace.
