We should be able to fix this bug without merging the Online Accounts
process into the System Settings.

The main reason why I'm hesitant in turning Online Accounts to be just a
plugin which would be loaded in the System Settings process is the
amount of work required; while it's not an idea that we completely
discarded, it's a very invasive change that requires a lot of
refactoring of the code, so let's see when we can get at it.
