I should have checked this sooner, but figured it out. The user manager in System Settings is not always adding the user to lpadmin when the Administrator checkbox is used. I have not figure out why/when it does not do that. I will look/file another bug for that issue.
I would guess that either this issue could be closed... Or a more descriptive or appropriate message would be useful. Since Kubuntu is a "sudo system", I would not expect to be asked for root's password.
