I have the same behavior on my installation.  However when I started
messing with the last image settings rather than setting image path, the
wallpapers changed for me..  Perhaps this could be an issue with what
the name of the setting itself is not stating explicitly that it is
where the update needs to occur?

( I do not know if setting the workspace mode to false had any affect,
as I did it before my testing )

Here is what I used to get the wallpaper to finally change:
