This bug was fixed in the package winff - 1.5.3-4ubuntu1

winff (1.5.3-4ubuntu1) utopic; urgency=medium
* debian/presets.xml: Drop "w=" and "h=" from -vf scale. This doesn't work
with avconv 9 that we have in utopic atm. Remove this when we have 10
after checking the tests pass. Fixes test failure.
