Matthew, it's not completely true that UOA has no knowledge of which
apps might want to use an account: applications which want to use an
account need to declare that in their click packaging, so we do actually
know what types of account an application will use, even before starting
it.

Of course, your point about applications not yet installed still holds,
but I think that the intention here is to improve the user experience
when a user creates an account from System Settings, by giving him a
list of installed applications which can already make use of the newly
created account.
